For five years, schools across the state have been working with the reading sufficiency laws that mandate a child reads at the third grade level by the end of the third grade year. This is showing proficiency on the third grade state ELA/READING test. If a student does not meet the criteria for promotion there are 6 good cause exemptions for promotion. They are as follows:

There is also a probationary promotion that if so voted on by a committee comprised of the teachers, principal and parents. If the committee does not promote, the parents may file an appeal with the board of education. The school board’s decision is final.
The solution to your child passing the third grade reading test does not start in the third grade. It starts very early. Parents need to read to their young children daily. Not only does it help the child’s vocabulary, it also strengthens the bond between parent and child. If you have non-school aged children, I urge you to read to them daily. Read with them daily. It does wonders for your children.
As your children enter school it is ever important to read to them and let them read to you as they learn to read. Each week your child will have readers, library books, and other reading materials. Spend fifteen to twenty minutes a day working your child to help them become better readers and comprehenders of what is read. There is no substitute for reading.
All of this reading work can’t wait until the third grade. It must start before a child is in school. It continues on throughout summers, Christmas breaks, and every year prior to the third grade. This issue is not a third grade issue. It's a progression of early school years that lead up to this test. Please keep the communication lines going with your child’s teachers. They can assist and help you as they instruct your children. With hard work, discipline, and daily reading your child will have success.
